Perhaps the term has less to do with actually protecting anything than just whipping the people into a frenzy. The government can no longer tell us that others hate us for our freedoms - because we have given up so many of the very freedoms that they supposedly hate. Simply screaming "Your house is on fire" is far more effective because it relies on an emotional intead of logical response.
