Paralyzed by the law

One of the reasons it has been tough for people with mental health problems to get fair treatment either from the law or from insurance companies is the widespread belief that it is so easy to fake mental ailments. Like that never happens

MUNCIE -- Police were surprised to find a man they pursued Thursday in connection with two purse snatchings was the same convicted felon who was believed to have broken his neck in a November burglary attempt.

An interesting note in the Muncie case is that "medical privacy laws" prevented police from learning the true extent of this mutt's injuries.
