Props for Osama

Perhaps I don't understand the meaning of "impotent":

Seemingly taunting Osama bin Laden, President Bush's homeland security adviser said Sunday the fugitive al-Qaida leader is "virtually impotent" beyond his ability to hide away and spread anti-American propaganda.

The provocative characterization came just days after bin Laden attracted international attention with the release of a video in which he ridicules President Bush about the Iraq war and reminds the world that he not been captured.

Osama does not ridicule President Bush because he thinks Bush is powerless, and the administration does not taunt Osama because it thinks he is impotent. Beyond his ability to spread anti-American propaganda? Propaganda is one of the chief weapons of the fundamentalist fanatics. It has the power to recruit more fanatics who have the desire to harm us, which is the reason Osama has been the obsession of the Western world for six years.
