Keeping track

I saw this headline on a South Bend Tribune editorial -- "Arming Indiana crime victims" -- and thought: What? Free-gun handouts by the state? Turns out they're talking about something else:

Last week brought important news for Indiana victims of crime. As announced by Gov. Mitch Daniels, the Department of Correction has started implementation of the Statewide Automated Victim Information and Notification network.

The network would allow Indiana residents to track the status of inmates in jails and prisons in the state's 92 counties.

I don't want to knock the program, which sounds like a good idea. But if they're going to help me keep track of those who might want to harm me again, isn't that at least partly an admission of their own inability to deal with them?
