Your headline captured it perfectly: the West Virginians are our own. (Or they are for now, though not if the mining company executives get their way and start importing miners from Latin America to do work our Appalachians are too drugged up to do (according to the mining companies!))

The Mexicans are not our own. Same reason we ignore most of the deaths that surround us every day, but pay close attention and feel sorrow when someone related to us--by blood or by the bonds of friendship--dies. It's evolution in action!
