Hey, smokers, give up the filthy weed, and you might win the state's $2,500 prize:
In order to enter the contest, you must be 18 or older and pledge to stop using tobacco between Sept. 15 and Oct. 15.
All Quit 2 Win entries must be received by Sept. 5.
The winner will be drawn at random and tested to make sure they are tobacco-free.
I hate to rain on this parade, but are they going to do testing before the contest begins? What's to keep some lousy, degenerate, filthy non-smoker from scamming this contest and walking off with $2,500? That's enough for more than 60 cartons of cigarettes.

So all it takes is a conspiracy ...
Quitters must submit to an actual test to verify their non-smoking status. But here is the only applicable contest rule for those entering: "A potential winner(s) must supply a creditable character reference who can certify his or her prior smoking status and non-smoking status during the contest period." Sounds like an invitation to a conspriacy to me.
