Not sure about this

 Indiana's governor would gain broad authority to create new toll roads under a measure that Republican state lawmakers are pushing.

Under Senate Bill 473, Gov Mitch Daniels through 2012, and his successor through the measure's expiration date of 2015 could give new public-private partnerships the green light without first gaining state lawmakers' approval.

That means the governor's administration could more easily sign deals with private companies to build and operate new toll roads, or lease those existing roads to companies that would tack tolls onto them.

This seems to be a partisan fight right now, but it shouldn't be. The next governor, of whatever party, will have the same authority being considered for Gov. Daniels.:The question is how easy we should make it for an executive to do big things just on his own initiative. Giving up the ability to review proposals would be an abdication of responsibility by the General Assembly, wouldn't it?

It appears this bill would pretty much return the process to the way it was done prior to being changed by the Major Moves legislation. That process was in place for over 30 years under Democrat & Republican Governors.
