Growing Gary

Gary's can't attract businesses, but it does have a clever plan to grow:

Mayor Rudy Clay wants his city to be able to count Gary residents incarcerated outside the Northwest Indiana city as residents on the 2010 census.

Indiana's more than 31,600 state and federal prison inmates are currently counted in the census as residents of the towns where they are incarcerated, not where they reside.

College students are also counted where they go to school, not at their parents' addresses. So maybe Gary could grow even more if they were able to count . . . oh, never mind.
