Chicago is being overwhelmed with gang violence and has had 225 homicides so far this year. Yeah, this will work:
City officials again will use the carrot approach to reducing the number of guns in Chicago, by offering a $100 pre-paid gift card for each weapon turned in this weekend.
Mayor Richard Daley said no questions will be asked Saturday of people who visit one of 23 locations designated as drop-off sites. The surrendered handguns, shotguns and rifles they leave behind will be destroyed by police.

They tried that back in Philly a decade ago (ditto for NYC)...wound up with a crapload of TOY guns, BROKEN guns...basically free money for TRASH.
ANd the illegal guns STAYED on the streets.
When someone admits that it's more a PEOPLE problem than a gun problem (and addresses that accordingly), the better off we'll ALL be.

The solution is obvious, pull out of Chicago! Bush's strategy has clearly failed.
