A distinction without a difference:

Despite many using the words interchangeably, mopeds and scooters are not the same thing, and do not have the same set of laws applied to them.

Well, yes, they are the same, a pain in the butt and a danger to public safety. People who ride bicycles and motorcycles exhibit some awareness that they are operating vehicles that are, you know, not cars, so they take some responsibility for moving in and out of the bigger and more powerful automobiles. Don't see a lot of this from scooter and moped drivers. Now, some communities are even having to deal with golf carts, for God's sake.

Golf carts are causing quite a controversy in one small Northeast Indiana town. People in the town of Hamilton have been using golf carts to run their daily errands and catch up with friends for the last three months.

The town passed an ordinance allowing the people of the small lake community to drive their golf carts on public roads. But, the Indiana State Police and the Bureau of Motor Vehicles believe the ordinance conflicts with state law.

State Police insist, if you can believe such Nazi edicts, that the golf carts be equipped with "a horn, headlights, taillights, turn signals, windshields, and safety belts. It would also have to meet state and federal standards. " Those bastards! Before you start going on about freedom and all that, stop and think a minute about the rules of the road and common law. Any rules that are for my safety trumpt your liberty concerns. Leave the seat belt off, fine. But if I see find you out there without a horn or lights, I'll put nails in your damn tires.
