The new federalism

What a shock:

INDIANAPOLIS - A national expert says Indiana lawmakers face big logistical and financial challenges in implementing the federal health care overhaul.

Healthy policy director Joy Johnson Wilson of the National Conference of State Legislatures today told the Legislature's Health Finance Commission that steps will include getting laws passed, upgrading systems and establishing health care insurance exchanges where individuals and small businesses can pool buying power.

Many major provisions take effect in 2014, but federal officials have provided few guidelines so far.

Thousands and thousands of more people will be eligible for Medicaid, costing the state billions, and federal officials "have provided few guidelines." Boy, we didn't see that coming. Now we have the 2,000-plus page "financial reform" package that nobody knows the implications of.
