The number of laws expands to keep pace with the time and technology available to the legislature. Word processing, printing, and computing power, I'm convinced, has increased the amount of legislation. In the past, one check on the legislature's ability to pass laws, was a physical limitation on the ability to produce and edit text and get it onto paper.
