Just kidding, of course. It seems like he's been running ever since he took his Senate seat (like a certain former senator from Illinois I might mention). The interesting thing is how he let us know. Safe to say, I think, this is the first candidate to announce a presidental run with a Tweet. Twitter's place in the world of politics, government and news is now secured.
It's a natural move when you think about it. Twitter is for speed of disbursal. It show announcement has almost 10,000 retweets, but that's just the start. Thousands and thousands more flowed from that, and it hit the airwaves almost immediately. The depth and breadth will come later from other forms of media.
