Hunting down the whole story

So I've been reading these stories about the silly "right to hunt, fish and farm" amendment for the Indiana constitution, and they all say that if the General Assembly approves it, there will be a voter referendum next year, and I keep thinging, but wait a minute, amedments have to go through two legislative sessions before making it to a refrendum. What the heck's going on? Finally, I ran across a story that had this crucial detai:

The proposed amendment was previously approved by the General Assembly in 2011. If approved again by the House this year the amendment will be on the general election ballot for ratification by voters in November 2014.

Well, all right then. Talk about losing something down the old memory hole. I don't know if I knew this and just forgot it or whether it blew right by me in 2011. Say, how come all those businesses who complain about the gay employees they'll lose if the same-sex marriage-ban amendment passes aren't pointing out all the vegetarians who might move out of state if we have a right to hunt down cute little aminals?
