Some Hoosier lawmakers discover an economic-development incentive:
State Reps. Jackie Walorski (R-Jimtown) and Wes Culver (R-Goshen) want cargo trailers sold to out-of-state consumers to be exempt from Indiana's gross retail tax.

“The RV industry affects so many people in Elkhart and northern Indiana,” Walorski was quoted in a press release. “Now it's more important than ever that they are able to stay competitive. I hope this bill will help the industry draw customers from out of state.”
Whenver there's a crisis because people aren't doing what they're supposed to be doing or buying what they're supposed to be buying -- whether it's RVs or gasoline or lake cottages -- lawmakers suddenly remember the Economics 101 maxim that whatever is taxed is discouraged. How come they forget it the rest of the time?
