In large urban counties, townships are another layer of government below cities and counties. In rural areas, they make sense, particularly with poor relief and fire protection. As Vanderburgh County Commissioner Cheryl Musgrave said, not all one size fits all. Perhaps there should be two different classes of counties. Perhaps some townships should merge to realize economies of scale.
