The invisible emergence

The mayor talked about gambling in his state of the city speech, and he tried to draw a distinction between "embracing the quest" for a casino here and "having the option." It seems like a pretty fine line to me -- it's pretty clear he's really enthusiastic about the idea of a casino. And what in the world does this mean?

"Let's allow the emerging prospect of gaming to move forward in the legislature,” Henry told an audience of hundreds during his noon speech at the Regional Public Safety Academy.

The "emerging prospect of gaming"? Emerging from where? There's no evidence the legislature has an appetite for new gaming licenses now or any evidence that an existing license is about to be given up or moved. Does the mayor know something we don't, or is he just mouthing empty sentiments?
