Hey, Rick, like the way you think, but we're way ahead of you:
AUSTIN, Texas (Reuters) - Texas Governor Rick Perry on Tuesday called for returning excess tax money to taxpayers and tapping the state's rainy-day fund for water and transportation infrastructure.
He's talking about amending the state's constitution to allow for refund's, however, and we only have a state law requiring it, which is a little less permanent. There has already been tremedous pressure to raise the threshold at which the refund kicks in, and the way GOP legislative leaders are salivating about using the state's reserves for "one-time expenditures," who knows what will happen?
The best solution, of course, would be for them to not take from us more than they need in the first place, but nobody hold your breath.
