Makes sense:

The Allen County Commissioners don't want a casino in Fort Wayne. But if one does come, they want the entire county to get its say - and, presumably, its cut.

Fearful the city could get most of a casino's tax revenues while passing on most of the cost of the resulting crime to the county, the commissioners said one of their chief legislative goals in 2010 will be to make sure any vote on whether to expand local gambling is open to all county residents - not just those living within the city limits.

But what will the county's position be if a majority of its residents vote in favor of a casino? And what will the reaction be of the mayor -- who seems to be in favor of a casino but is coy about it -- if a majority of city residents vote no?
